I need historical data on life expectancy and child outcomes for Nepal and how this compares to the US historically. In other words, when did the US look like Nepal in 1970?

Go to the International Data Base at the Census Bureau.

You can get Life Expectancy, Child <5 mortality, Infant Mortality, and Crude Death Rate from 1971 – 2010

Life Expectancy goes from 41, 48, 54, 62, 66 for 1971, 1980, 1990, 2000, and 2010
Child < 5 mortality goes from 142, 117, 94, 63, 46
Infant mortality goes from 266, 195, 140, 83, 59
Crude death rate goes from 23, 17, 13, 8, 7

Nepal's current mortality characteristics are approximately what the US looked like around World War II.
