Can I identify the lower 9th ward in New Orleans by zip code or census tracts?
A:
The lower 9th ward falls within zip code 70117. However, that also encompasses some neighborhoods to the west - St. Claude and Bywater.
The lower 9th ward can be defined by census tracts perfectly (including separating out Holy Cross from the lower 9th).

Currently, the only census information on the lower 9th ward will be based on the 2000 census, e.g., pre-Katrina. The American Community Survey will have census tract information available in 2010, based on surveys collected between 2005-2009.
