I need national data from Summary File 3 from the 2000 Census. I need data at the county, census tract, and block level – summary levels 40, 140, and 150). This looks like a lot of files to download for just these summary levels. Is there a better solution?
The Census2000 archive at ICPSR has made some summary level extracts, which will help you somewhat:

Another solution would be to use the NHGIS data out of the University of Minnesota:
They have summary level data for counties and census tracts and allow you to choose "all states." However, you have to pick and choose the tables you want. You cannot just download all the data.
Another solution would be to use American Factfinder from the Census Bureau website:
http://factfinder.census.gov/home/saff/main.html?_lang=en
You can get national data for all counties by using geo within geo from the main interface. For the other units, you will have to make several requests as the limit on geographic areas is 7,000.
Another option for census tracts and blocks is to use the download center from the American Factfinder site:
