Q:  

Has anyone gotten clearance for the American's Changing Lives study, currently PI'd by Michigan researchers Jim House and Paula Lantz? We use the data because it's in-house, but if I wanted to put it in an R03 for October, would I need to go through IRB for approval?

A:  

ICPSR is disseminating this study, so you do not have to get IRB approval to use the data. At the time of your question, ICPSR is not disseminating wave 4, but will be very shortly. The language isn't clear on how to interpret this, but I would interpret it as an ICPSR disseminated study.

If you are using a non-public use version of the data (geocodes, etc.), then you need to go through the IRB process. However, if you are planning on using the public use versions of the data, you do not need to get IRB approval.
